Water quality in the Philippines has been a focal concern at the local level particularly in rural areas where the absence of an efficient septage management program is most felt. While there is an abundance of water resources in the country, coverage of sewerage services are too limited to ensure each household will consistently have access to potable water while providing sustainable care for the ecosystem.
In 2004, RA 9275, or the Philippine Clean Water Act, was enacted to “prevent, control and abate pollution of the country’s water resources; promote environmental strategies for the protection of water resources; formulate a national program of water quality management; promote commercial and industrial processes and products that are environment friendly and energy efficient; etc. The Act among other things shall provide for: the designation of water quality management areas by the Department, in coordination with the National Water Resources Board; the designation of water bodies where specific pollutants from either natural or man-made sources have already exceeded water quality guidelines as non-attainment areas for the exceeded pollutants; a national program on sewerage and septic management; domestic sewage collection, treatment and disposal; water pollution permits and charges; offences and penalties; etc.”
In compliance to the Philippine Clean Water Act, the Department of Public Works and Highways (DPWH) designed the National Sewerage and Septage Management Program (NSSMP), a framework plan that also aims to achieve the UN's Sustainable Development Goals for 2030 by putting in place ample and reliable sanitation infrastructure in the country.
